Four motions
Read it. The Constitution is read aloud at the table — the preamble by Yimei, one article per citizen, in turns. It takes about twelve minutes.
READINGSign it. Print the Founding Packet — the Constitution and U.H.R. 3, 4, 5, every signing copy in a single print. All three voting citizens sign the ratification copy; the three acts take any two. (Or e-sign with PINs on each record's page.)
3 OF 3File it. Photograph the signed page and upload it to the record, then any citizen proclaims ratification with their PIN. The banner on the front page changes for good.
RECORDTake the oaths. Each Secretary stands and reads the oath below. Then the House is open for business — U.H.R. 1 and U.H.R. 2 are already on the docket waiting for their numbers to be filled in.
